Your Parent Is 70 or Above. Have You Made Their Ayushman Vay Vandana Card?

A hospital bill rarely arrives on a convenient day. If your mother or father is 70 or older, there is a government health cover they are entitled to, and in most families nobody has made the card yet. This piece is written to you, their son or daughter, because you are usually the one who ends up at the hospital counter with the file in your hand.

The short answer. If a parent is 70 or older, make their Ayushman Vay Vandana card this week, before a hospital visit forces the question. It is free, has no income test, covers pre-existing illnesses from day one, and gives up to ₹5 lakh a year of cashless treatment at empanelled hospitals. It is a base layer, not a full plan: it does not cover outpatient visits, stand-alone medicines or a deluxe room, and two parents aged 70 or above share one ₹5 lakh.

What it is, in plain words

Ayushman Vay Vandana is the card for senior citizens under Ayushman Bharat PM-JAY, the government's health assurance scheme run by the National Health Authority. The Union Cabinet approved it on 11 September 2024 and it was launched on 29 October 2024. Every Indian citizen aged 70 or above can enrol, whatever their income, and age is read from the Aadhaar record. The government's own target is about 6 crore seniors in about 4.5 crore families.

The facts at a glance

How the ₹5 lakh is shared

This is the part most families miss. The cover is per year and per family, not per person.

Your parent's situationWhat the scheme gives
Family not already on PM-JAYUp to ₹5 lakh a year on a family basis for the seniors. In practice, two parents aged 70 or above draw on the same ₹5 lakh, not ₹5 lakh each.
Family already covered by PM-JAYThe seniors get an additional top-up of up to ₹5 lakh a year for themselves, which is not shared with younger family members.
On CGHS, ECHS or CAPF coverThey must choose: keep the existing scheme or take PM-JAY. They cannot hold both.
Has private health insurance or ESICStill eligible for PM-JAY, the government has said. How a claim is split between the two depends on the policy, so ask the insurer.

One large surgery can use up the year's cover. The limit resets each year, but it does not top up in the middle of one.

Make the card this week: six steps

  1. Check the Aadhaar date of birth first. Eligibility rests on the age recorded in Aadhaar. If it shows the wrong year, correct it at an Aadhaar centre before anything else.
  2. Keep the Aadhaar-linked mobile phone at hand. The OTP goes there. Never read an OTP out to anyone who rings you.
  3. Enrol through the Ayushman app (Google Play), the portal beneficiary.nha.gov.in, or an empanelled hospital or Common Service Centre. Press reports describe the process as taking around 15 minutes.
  4. Complete the Aadhaar e-KYC. The app offers OTP, face authentication and other options. Sit with your parent for this step.
  5. Add the second parent with "Add Member" once the first is enrolled. You do not start again.
  6. Save the card on your phone, print one copy, and note the helpline: 14555 (24x7).

The card is free. If anyone asks for money to "approve" it or "speed it up", walk away.

What it covers, and what it does not

CoveredNot covered
Hospital admission and surgery under approved packagesOutpatient doctor visits

Pre-existing illnesses, from day oneUpgrading to a deluxe or private room

Everyday outpatient care is available separately at the government's Ayushman Arogya Mandirs, the local health centres. Ask the hospital before admission what the package includes for tests and medicines before and after the stay. For the full list of exclusions and package rates, check the official FAQ on pmjay.gov.in.

For a sense of what seniors have actually used it for: in the two years to 20 October 2026, cataract surgery was the most common treatment (about 4.71 lakh cases, roughly a fifth of all), dialysis came second (about 2.90 lakh), and angioplasty accounted for the highest value (about ₹649 crore). Knee replacement, flare-ups of chronic lung disease and kidney injury also feature on the list.

Does it replace a private health policy?

Ayushman Vay VandanaA private health policy

LimitUp to ₹5 lakh a year, shared as aboveThe sum insured you choose; ₹10 lakh to ₹25 lakh or more is available
HospitalsEmpanelled hospitals onlyUsually a wider network, and some reimbursement

Outpatient careNot coveredSome policies offer it

Think of the government cover as a free base layer. Whether to add a private policy depends on your parents' health, your budget and the hospitals you want to be able to use. That is a question for an insurance adviser, and FinChaya cannot answer it for you.

The numbers so far

A ten-minute family plan

The bottom line

The card costs nothing and takes minutes, while the hospital visit it is meant for rarely gives any notice. Make it now, learn the two limits (the ₹5 lakh is shared, and outpatient care is not included), and then decide what else your parents need. A hospital bill can also force a family to sell investments at the wrong moment, so the order matters: protection first, then growth.

Is your investment plan Market Smart? A Market Smart family knows which rupee is protecting the household and which is growing it, and sorts out the protection before the emergency, not during it.
